Cheney told West Point graduates that

On your first day of Army life, each one of you raised your right hand and took an oath. And you will swear again today to defend the United States against all enemies, foreign and domestic. That is your vow, that is the business you're in.

This is not the oath but the oath is to defend the Constitution.  I know this as I was recently at my brother's commission.

I believe that Cheney knows better.  Why did he make this misstatement?

Typically defending the Constitution is interpreted to include defending the nation as a whole. Also, people feel a lot more strongly about the United States (with all of its mom and apple pie connotations) than they do about some lengthy (legal) document.

The change of wording can serve as a reminder to the troops that the system of government that we enjoy exists only because there is a land that is free to follow it. That is something that is worth defending, and which must be defended if the Constitution is to endure.
